The Town of Louisburg is governed by the Louisburg Town Council who appoints a Town Administrator to manage the daily operations of the town. Municipalities in NC are creatures of the State, meaning that municipalities (towns, cities, villages, hamlets, etc.) are created only by a Charter enacted by the NC General Assembly. All powers and authorities executed by a municipality in North Carolina are granted by the NC General Assembly.

Administrator’s Office

The Town of Louisburg is managed on a day to day basis by the Town Administrator. The Town Administrator, or otherwise known in some jurisdictions as the Town Manager, is appointed solely at the pleasure of the Louisburg Town Council. The Administrator is responsible for the daily operation and management of all aspects of the Town of Louisburg.

The Town Administrator works directly with the Town Council to professionally advise and provide pertinent information as the Council develops local policy. The relationship between the Town Council and Administrator is critical to achieving efficient and effective service provision and compliance with all state and federal regulations. A clear understanding of roles and adherence to those roles of the two entities is critical in the sound operation of municipal government. The Town Council creates and establishes policy based on any number of factors and the Town Administrator is responsible for the implementation and management of those policies through program and service provision.

Business Office

The Louisburg Business office maintains all utility account information, business licenses, service applications, rate structures, and other financial interaction between the Town of Louisburg and our customers.

The office is responsible for the accurate recording of utility consumption on a monthly basis. This is achieved through the metering of electric and water consumption of all customers. Meters are read either by visual inspection or through advanced infrared radio wave technology that emits metered readings to electronic hand-held devices that are then uploaded into utility billing servers and software programs. The office is constantly creating new accounts, closing accounts, maintaining necessary changes to individual accounts, and auditing account systems to assure that no billing and metering inconsistencies exist.

The Business Office initiates all work orders related to public utilities, including tap installations, meter installations, system maintenance, area/security light installation and accounting, business privilege license issuance, and collection of all Town fees.

The Louisburg Business Office administers all Utility Accounts in Louisburg. From utility record collection, billing, and payment receipt, the Business Office can help you with your account needs. New customers may submit applications for all utility connections and establish account billing information. Specialized services such as personal security lighting on your property, energy audits for commercial accounts, tree trimming requests where the electric distribution system is threatened, and all other utility business can be conducted in this Office.
