The Town of Louisburg is managed on a day to day basis by the Town Administrator. The Town Administrator, or otherwise known in some jurisdictions as the Town Manager, is appointed solely at the pleasure of the Louisburg Town Council. The Administrator is responsible for the daily operation and management of all aspects of the Town of Louisburg.

The Town Administrator works directly with the Town Council to professionally advise and provide pertinent information as the Council develops local policy. The relationship between the Town Council and Administrator is critical to achieving efficient and effective service provision and compliance with all state and federal regulations. A clear understanding of roles and adherence to those roles of the two entities is critical in the sound operation of municipal government. The Town Council creates and establishes policy based on any number of factors and the Town Administrator is responsible for the implementation and management of those policies through program and service provision.

Jonathan has been employed with the Town of Louisburg since 2015. Prior to coming to Louisburg, Jonathan served as the Town Manager of Maysville, NC. Jonathan is a graduate of Appalachian State University where he earned his Master of Public Administration and a graduate of the University of Mount Olive where he earned a Master of Business Administration. In 2009, Jonathan graduated from East Carolina University with Bachelor of Arts Double Major in History and Political Science. Jonathan is a graduate of the Rural Economic Development Institute, the Public Executive Leadership Academy, the ICMA Gettysburg Leadership Academy and he is a LGFCU Fellow. As Town Administrator, Jonathan is responsible for overseeing the management and operations of all town departments. Other duties include special project development & management, grant writing, economic development, budgeting, human resources management and all other duties as required by the Town Council.

Philip is a relative newcomer to the Triangle area since moving from Charleston, South Carolina this past spring 2019.  Previously, he had spent 12 years as the Director of Planning & Development with Colleton County Government in Walterboro, SC.

Prior to his employment with the County, Mr. Slayter was the Director of the Office of Regional Development with SC State Government.  He also worked as the Planning Director of the Central Midlands Council of Governments in Columbia and earlier served as a staff planner for local and regional governments in Louisiana and New Mexico.  He holds a graduate degree in health administration from the Medical University of South Carolina and a second master’s in public administration from the University of South Carolina. His undergraduate degree is from Louisiana Tech University.  Among his other professional credits, he is a member of the American Institute of Certified Planners and was formerly on the Executive Board of the SC Chapter of the American Planning Association. He has also co-authored the South Carolina publications, Local Officials Guide To Zoning and the Local Officials Guide To Planning.

Carolyn has been employed with the Town of Louisburg since 1980. Carolyn is a native of Louisburg and graduated from Louisburg College. As Town Clerk, Carolyn is responsible for the safe record keeping of the Town, assuring legal public notice is made as required by law, and other duties as assigned by the Town Council or Town Administrator. These responsibilities specifically include taking the minutes of all Council meetings and compiling these official records of such meetings into a journal, the keeping of the required book of ordinances and the update of the Louisburg Town Code respective to the ordinance adoption or modification. The clerk is responsible for maintaining state and federal records for public review as required for specific purposes (ex. Bid documents, Annexation maps, etc.) On a daily basis Carolyn assists the Town Council and Mayor with correspondence and planning of meeting schedules, as well as administrative assistant duties to the Town Administrator. Carolyn is a Certified Municipal Clerk (CMC) and is a member of the NC Association of Municipal Clerks (NCAMC) and the International Institute of Municipal Clerks (IIMC).

Business Office Staff

The Louisburg Business office maintains all utility account information, business licenses, service applications, rate structures, and other financial interaction between the Town of Louisburg and our customers.

The office is responsible for the accurate recording of utility consumption on a monthly basis. This is achieved through the metering of electric and water consumption of all customers. Meters are read either by visual inspection or through advanced infrared radio wave technology that emits metered readings to electronic hand-held devices that are then uploaded into utility billing servers and software programs. The office is constantly creating new accounts, closing accounts, maintaining necessary changes to individual accounts, and auditing account systems to assure that no billing and metering inconsistencies exist.

The Business Office initiates all work orders related to public utilities, including tap installations, meter installations, system maintenance, area/security light installation and accounting, business privilege license issuance, and collection of all Town fees.

The Louisburg Business Office administers all Utility Accounts in Louisburg. From utility record collection, billing, and payment receipt, the Business Office can help you with your account needs. New customers may submit applications for all utility connections and establish account billing information. Specialized services such as personal security lighting on your property, energy audits for commercial accounts, tree trimming requests where the electric distribution system is threatened, and all other utility business can be conducted in this Office.
